VPA Launches PSP 2.0

The VPA has been working to review the approach taken to precinct structure plan over the past six months.

The PSP 2.0 concept has responded to stakeholders that requested for much better collaboration, shorter time frames, more innovation and streamlined PSP document.

Craigieburn West PSP

Craigieburn West will be the first PSP to conduct the VPA’s new approach under PSP 2.0. The VPA has brought the council, landowners and state agencies to co-design the purpose and place plan for the precinct and fast tracked the issue identification process and resolved a number of key issues for the precinct. The VPA is currently gathering all information received into a series of plans that will inform the next round of engagement in September.

Beveridge North West

The 1,250 hectare Beveridge North West PSP has started a public exhibition. The VPA has arranged a plan with the assistance of Mitchell Shire Council, government agencies, service authorities and key stakeholders. The aim is to balance the need for certain urban outcomes with flexibility to allow innovative neighbourhood design.


The VPA has completed the Shepparton NE PSP and has considered on the Shepparton-Mooroopna 2050 Regional City Growth Plan. The VPA have summarised six principles from the range of feedback and key issues from the consultation of the Shepparton-Mooroopna to consider in future planning.


The objective of this PSP is that it will be a low carbon, sustainable PSP with alternative structure for delivery of low carbon outputs being investigated. The VPA is currently still in consultation with key stakeholders and will announced the next phase of this project by the end of the year.
