End of 2019 VPA Update

VPA has been in contact with communities across Victoria to hear about their priorities for future homes and infrastructure.


Shenstone Park Precinct Structure Plan

The draft *PSP for Shenstone Park applies to approximately 628 hectares of land and proposes a long-term plan for urban development. Integrating with neighbouring Wollert and Donnybrook-Woodstock PSPs, it accommodates a combination of residential, employment, recreational and community uses. Finalisation of Shenstone Park plans for the future will be completed in 2020 after reviewing the community’s submissions.

Infrastructure Contribution Plans

Metropolitan Greenfield Growth Areas are the VPA’s project of planning and creating new suburbs across greater Melbourne. They are continuing work to finalise the 100,000 lot **ICPs and can report:

  • Donnybrook/Woodstock ICP has completed the Planning Panel hearing and the VPA is awaiting the report
  • The Sunbury South PSP/Lancefield Road PSP Interim ICP has been drafted and is looking to be completed in the coming weeks

The ICP Road Map process is continuing to receive updates and enhancements to identify and implement improvement to the way ICPs in greenfields Melbourne is delivered, with more updates to come in 2020.



The VPA is currently working closely with Yarra City Council to plan for a thriving enterprise precinct that will be the future Cremorne. They will be working hard to deliver the planning and partnerships required to retain Cremorne’s competitive advantage.


Working collaboratively with Glen Eira City Council, Stonnington City Council, the Caulfield Reserve Racecourse Trust (CRRT) and Department of Transport (DoT), the VPA is leading the preparation of a structure plan for the Caulfield Station Precinct.

The VPA will be releasing their engagement report in early 2020 in response to the feedback they received from community members in regards to the Caulfield Station Precinct Key Ideas report, which detailed how the precinct has been envisioned to develop in the future.


The VPA has been developing a draft Arden Structure Plan to be released for community consultation in early 2020 following the release of the final Arden Vision in 2018 from the Victorian Government and City of Melbourne.


Shepparton & Mooroopna 2050 Regional City Growth Plan

The Shepparton & Mooroopna 2050: Regional City Growth Plan is now in the finalising stages by the VPA and Greater Shepparton City Council. The draft plan received community feedback, and a Community Engagement Summary Report will be available by early 2020.

Once completed, key challenges for the growing regional centre will be addressed and guidance will be provided on housing, employment, infrastructure and services. Future and in-depth local plans and planning processes will be coordinated and informed based on the final planning outcome.
